You should be able to vote for yourself by clicking on your races hologram in the center, instead of choosing one of the nominated races or abstaining, at least I could.

It should be in the Electronics field, you may have to roll your mouse wheel down while highlighting one of the techs in that field to see it. Each race should have Logistics unless somehow the race was modified and it was removed.

Excellent update. Glad to see it closes the troop exploit, that I just couldn't help but abuse. :) Hoping for some more modding capabilities in the future.

First off I'm assuming it's an exploit to be able to unload a transport of troops onto an owned planet and get a free complement of replacement troops, I could be wrong. I was able to sneak these through in today's update. It should help your endeavor! Changing the repairRate, absorbRate and absorbPerLvl under <ListArmors> in tech_stats.xml didn't seem to make any in game changes.
