Will Horizon have any background/history - or a story of some sort ALA Moo3 and Galactic Civilizations?
If so, when will our first chance to read the story be?

As Ziamat mentioned some Star Control 2 influence i could even imagine an "active" story, withing the game.
Perhaps not as preset as in SC2, but more interactive and unique every time ... *dream* |

We've planned a basic storyline for each of the races and tried to tie it in the gameplay loosely. Asfaik MOO3 and other games in the genre don't really have a story at least not integrated into the gameplay.
Horizon in this aspect is closer to star control 2. But Star control 2 was an adventure game where as Horizon is at it's core a strategy game so the game does not revolve around the story but takes note of it. The idea is to give each race a distinctness and a purpose beyond empire building.
The alien archives present each race and give you an idea at least some of them, the rest are to be discovered.
