Activating experience effects?

I've noticed that there are entries for XP and leveling effects in the xml, but it doesn't seem to be active in the game. Does anyone know how to activate the system?

Gaining crew experience/leveling has not been implemented in the game. Currently the Warrior race ability provides elite level crew while everyone else gets veteran crew.
