[1.0.0.94] Genozide without diplomatic impact?

When I read the description of Biotoxines it says "Their use has been outlawed by every civilized planet." So I imagine using this technology would result in damaging reputation galaxy wide - maybe with exception of Tantiks and Varaians. As there is no weapon I can build with this (like a bio bomb) I suppose this technology is used automatically in case of committing genozide after invading a planet.

But I could not see any effect on diplomatic relations. I thought this maybe was because I first tried this option against Tantik worlds but then I got war with Kamzak and Lezgoon and used it there too - without any effect either.

Is alliance stronger than the reputation loss, is this a bug or did I just miss the point?

The ability to use biological weapons in combat like you do fusion bombs would be a plus seeing that this tech does little or nothing to influence game play.
