AI doesn't use terraformation

I don't know if this is a bug or something, or if it is fixed, as I still play in an older version, but I've seen that the computer controled players doesnt colonize any planet other than their optimal, even having terraform (i know this as I gave terraform to all the AIs in a match, and none of them colonized other planets than their optimal)
They should be able to at least colonize good resource planets, like planets with gem deposits or specials like that

AI has to get the technology just like everyone else. In games I have played they do use it when they get the tech.

Yes. The AI uses terraforming properly as of 1.0.0.88 once it has the tech.
