I have several planets that I have been trying to clean up for pollution.
On these same planets I have planetary governor building structures.
In the governor Options I have set pollution control to on.
If I et the pollution control on a planet to clean, the planetary governor changes it back to maintain the next turn.
If I set it to neglect I could understand it, but when I try to clean up pollution I cant quite understand it.
Is this intended to work this way?

I can confirm this is working as intended with the current setup the governor has certain thresholds for pollution and he won't leave it on 'Clean pollution' if pollution isn't above that threshold.

Thanks for the clarification.
Not a big issue, I'll just turn off the governor or the option on the governor setting for when I want to clean up then.
