Hiya,
I have noticed that as I start a new game on classic mode, which is supposed to put all races at the same level of technology as each other, so its from scratch, yet, all their ships, not only scouts have advanced weaponry the moment I meet them and that's like about 5 turns or so later, they somehow travelled on their own across 5 turns of space in 5 turns, its just bot possible in a scout ship, now if it was in late game, then sure, their supply might reach out that far, but within 5 turns of a new game, hell no.
I just hate it that they can do this and I can't.

The scenario mode isn't working as intended right now, standard and classic are both working mostly as if classic.
The AI races are starting at same level as you but they do have their racial bonuses, abilities and custom technology (at Level 1) and some may start with multiple colonies.
Their ships can't move any faster than you except for one race (the Har'kan). Their ships can make "trans-dimensional" jumps, so perhaps this is what you saw?

Well, that would explain that race doing it, but other races have done it too.
