Terraforming is pointless?

It seems to me that in 90% of situations, terraforming a planet is pointless. Say I have a large desert world devoted to industry (ie, all the workers are in industry). When I terraform it, workers suddenly rush to become farmers, crippling the industry. Pre-terraforming I just paid a tiny cost for food, afterward the planet is crippled. Am I missing something?

Terraforming increases the capasity of planet: more people => more food needed => more industry via more workforce => etc etc.
You have to have a vision before you can define your strategy
