Invasion should be disabled if no soldier in fleet

While on galaxy view when I open the command menu for a fleet, the command "Invade planet" should be disabled if fleet has not soldiers. Currently it is always enabled.
This is inconsistent becaue the colonize planet command is disabled if colony ship has no colonization capsules abord.

I never actually thought of it, but its a good point.
It doesnt really make sense to try and invade if you got no invasion force.
