The idea is that ships should not be able to flee too easily so there would be a 1 round of delay where they are vulnerable. But they are, anyway. When using the Unload/Redeploy orders to transfer ships *down* to the planet it sets a 5 turn cool-down for automatic resupplying the task force from a planet. Hmm. Sounds wrong for me. Can it be changed at least for non-combatants? They cannot help to the colony anyway. Otherwise it's pure slaughter.
