AI not colonizing more than 2 planets per system?

I can say ,playing games with over 300 turns and more, never seen AI colonize more than 2 at most 3 planets on any given system and I play with 6-9 planets per system.While they are leading the game and are very powerful the first turns, if I keep colonizing and upgrade xenobiology which allows me to be friendly with all and open all treaties,they quickly fall behind so much that it's pointless to play anymore.

Yeah I think human player has to either up the game difficulty (as well as adding the "scrap colonizers after first colony" game option), and/or throttle the expansion rate to match the general AI expansion rate.

Not sure to call this a bug...or an area of future play balancing...

The AI appraises each planet it has explored and will colonize if it meets a certain value. I'll take a look at the code relating to this to see if there is something blocking it from colonizing more planets within a system.
