How about adding some cut scenes for accomplishments such as conquering a planet and conquering a civilization, reaching technical milestones. Maybe add some world or civilization wonders associated with technical achievements, and a cool cut scene to celebrate that. This adds immensely to the game-play and gives the player some positive feedback!!!
