Are there any plans for a localization to any language?
If not, are there files saved on the PC which could be translated/localized by my own?

Yes, the game will be localized for several languages after beta, once the text is final. What language are you inquiring about?

If plans hold, the German localization will likely begin later in October. I'll announce it as soon as we have a German version on steam so you can try it out.
