Change game language

I want to change game language from default Russian to English (I don't play games in Russian unless they are Russian by origin). There's no such option in game settings. When I (temporarily) cut all the 'ru' folders out (from main game folder and from \lang subfolder), the game shows error and refuse to launch, whatever launch file I choose (Horizon. Launcher, No-Browser), so I have to place these folders back.

N.B. I use it on PC with NO Internet connection and with NO Steam installed.

I'll provide both ways to do it:

From Steam Client: You can right-click on Horizon in library, select Properties, Language, English

OR

Without Steam Client (or Steam closed): Make sure Horizon is not running. Open Horizon.ini in your Documents folder and change
PREFERENCE_LANG=EN
