I recently played some Horizon matches and enjoyed the galactic council feature. While playing I noticed a strange behavior:
Galactic council is supposed to gather when all races have met each other (or more precise: When the player has met all races). However, if the player get's knowledge of other races by intelligence (shared information treaty), the game thinks the player knows all races and launches the Council session.
I'd expected that the player has to establish contact first and that it is not sufficient to just know there are other races, so I'm reporting this as a bug

The change would be trivial but this is currently working as intended. The reasoning is to not to limit the council convening if the player chooses not to make direct contact (or is unable to) with another race for example.

Actually, this was probably due to my suggestion as i had a game where it was impossible to meet the last race and therefore it wasn't possible for the council to meet.
