If you forget your step (it just happened to me while trying it out). You can also check your Journal (F11 any time) or the icon on galaxy map. Hover over or click on the entries to get info.
That should do it but if for some reason it doesn't, send us a report from the launcher and we can double check.

Also found out that if you send a ship to a solar system with another race you can talk to them.
Diplo is huge in this game. Im on game 5 now year 2216 right now and things are getting crazy. If you slowly build up trust with another race the Tantik problems you might encounter later in the game can be helped by getting other races to go to war with them and it also makes you liked by it seems if you start building an Alliances to fight the Tantik.

I wondered the same thing. It told me there was information at Pluto but not yet at the part to build ships to go there. It was weird. I thought I missed something too and I wish the journal would keep track of the tutorial items better. Tutorials should always have the option of going back over the last instructions.
I suppose tomorrow I'll give it a third try. If it screws up again I'll just play a custom game and go on.

<embarrassed grin> No, I have been playing Galactic Civ II. Thought I would take a small break. 
Edit a little later:
OK, I went back into Horizon and it did the same thing, but this time I see exactly where it happens. Right after colonizing Pluto. The tutorial instructions just stop. If I remember right, that's where I'm supposed to build a Colony on Pluto and so I did that but still it's dead. The tutorial is broken.

Hmm you shouldn't need to colonize Pluto, just mars gets colonized in the Tutorial. Im going to go back and do a play through but I think you need to hit engage and go to the probe again and raiders will appear.

Ok just ran through the Tutorial again quick to check it out. If you have done everything with Mars then the only thing left to do is engage the sector again and kill the pirates around the probe.

So the journal is supposed to keep track of my last instructions? OK, I got through the tutorial finally. I don't know why I thought Pluto was the one to make a Colony on, I messed up. I made a Colony on Mars and the tutorial kicked back in. The first play through I DID make a Colony on Mars and the tutorial never came back. I should have written down everything that happened I guess.
So I got through it. I thought it would go on longer but it was close to being over everywhere it stopped.
