I'm running native resolution 1920x1080 on my desktop and in-game. You can see the screenshot below where the numbers "10" are offset. I didn't try other resolutions to see if they are indeed offset but I can if you want me too. Note, I've seen this offset text since initial purchase (v337).

I have the same problem on my Surface Pro. The problem doesn't go away with smaller resolution like 1280-1024

{EDIT} - Found and it will be fixed on the next patch. The '10' was the defense platform structure points (HP). The buildings should not be showing until the defense platform is completely destroyed but due to rounding error it was.

Great! ... Before you call it a day ... I have some more text problems to report : I cut/pasted these in one screenshot ...
- Top image you can see the value for "total expenses" shifted one row, I see this a lot. (window too small?)
- Bottom image, "Antimatter torpedoes" overlaps ... word is too long.
Threre seems to be more to it in my case (Windows 8, Surface Pro).
I think windows 8 have a spcial way to handle font so that font 12 can be still read on a 10" screen with a HD resolution.
In other words, one potential explanation is that the font used by Horizon are good on a 22" HD monitor but they are automatically increased (by windows) on a 10" monitor (then comes the overlap).
The fixes above are not yet live but when we update they should also fix it for your resolution (the game automatically adjusts fonts for resolutions), unless it is a different problem you are reporting as I couldn't see your attached screenshot.

You were right the issue you describe has to do with windows text size settings, it looks like yours is set bigger than default (could be also because it's a tablet). See if this fixes it for you:
For the above issue, in the next patch we have made a change so the game text size won't be affected by the windows setting. This would help instances where you want your windows font size big and not have to switch it back and forth when playing Horizon.
